Ontario Aboriginal Housing Services (OAHS) is requesting proposals for the design and build of an upcoming development of 243 River Road in Sault Ste. Marie, Ontario.

This 2-story, 30-single-unit (studio) supportive rental development will house on-site supportive services required to help tenants who are chronically homeless. The additional square footage will include reception, office spaces, a program room, staff bathrooms, a commercial kitchen, and a teaching kitchen. The proposed development is a key piece in the continued efforts of OAHS to provide affordable housing for urban Indigenous individuals who self-identify as First Nations, Metis, and Inuit.

This Request for Proposal (RFP) is seeking a Proponent with proven construction and site-planning experience and the ability to satisfactorily complete new affordable housing developments on time, per the agreed contract price, and according to applicable laws. Experience with the Indigenous community is considered a strong asset.

This RFP is an invitation to qualified Proponents to submit a stipulated bid price to provide a Design-Build development providing all services to complete the work. OAHS is seeking a qualified, experienced design/build contractor who carries an extensive background in developing affordable multi-unit housing developments. Proponents must be familiar with affordable housing, applications, requirements, and all constraints with this type of housing model. The complex will be developed incorporating sustainable and Indigenous design, creating an environment that provides a connection to Indigenous roots.

The full proposal, specifications, and property information are available on our website under Resources > Vendor Portal.

Responses to this RFP are to be submitted by Monday, August 26, 2024, at 2:00 PM EST in PDF format to bids@oahssc.ca.

An electronic bid submission must still be signed, and the entire proposal must be received in one email. During the proposal period, Proponents are to direct all inquiries (in email only) to Gail Obediah, Development Manager.
